GATINEAU, QUEBEC--(Marketwire - Sept. 7, 2012) - The National Fighter Procurement Secretariat (NFPS) today announced the awarding of a $643,535 contract to KPMG LLP to review the National Defence (ND) figures for the Next Generation Fighter Capability project. This will inform the ND annual update to be tabled in Parliament, as called for in the Government's seven-point action plan in response to the Auditor General of Canada's report tabled in the spring.
Two compliant bids were received. KPMG LLP was selected after a detailed review of the bids by Treasury Board of Canada Secretariat (TBS) and Public Works and Government Services Canada (PWGSC) officials. The assessment was based on the highest combined score of technical merit and price.
There are three elements of work:
- to review the ND acquisition and sustainment project assumptions and potential costs for the replacement of the CF-18s;
- to develop a framework to assess the life-cycle cost estimate "of a fleet of 65 F-35A Lightning II Joint Strike Fighters throughout its expected operational life, the estimate to include aspects such as development, acquisition, sustainment, upgrade, operation and disposal/decommissioning"; and
- to provide an independent verification of the 2012 Annual Update to Parliament prepared by ND.
The Treasury Board of Canada Secretariat will manage the work conducted under this review. Procurement information about the independent review will be posted on the Government of Canada's tendering system hosted on MERX.
