Ms. Wills has in-depth experience with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and other federal government procurement regulations. His government contract experience includes matters involving the review, evaluation, and pricing of direct and indirect claim issues, including changed work, changed specification, and delay and disruption.
Dennis A. Staats, also based in Boston, is a senior financial claims and litigation executive with over 30 years of accounting, consulting, and corporate expertise. He has testified numerous times as an expert witness on cost accounting and claims issues on construction and government contracts, and has advised and consulted with contractors, owners, and lenders on issues involving project and contract administration, change order management, cost growth, delay issues including cost of delay, disruption and productivity, and claim preparation and pricing techniques.

At KBR he worked closely with the Defense Contract Audit Agency (DCAA) in supporting incurred cost and system audits, and with the Defense Contract Management Agency (DCMA) in resolving DCAA Form 1 issues, as well as system approval audits and reviews. He has met with the Commission on Wartime Contracting (CWC) and the Department of Justice to brief certified claims that were being investigated under the False Claims Act. He has extensive experience in assuring contractor compliance with FAR, CAS, and other regulatory issues and has worked with the U.S. government both stateside and in Iraq, Afghanistan, and Kuwait.
